The Union Ministry of Environment has approved diversion of 3.93 ha of forest land for construction of 220KV transmission line from Dimapur to Kohima (Zhadima) at Nagaland Zoological Park (NZP) Division of Rangapahar Reserve Forest. The Regional Office of the Ministry in Shillong has communicated the in-principle/stage-I grant of approval through a letter subject to the fulfilment of stipulated conditions. The Divisional Forest Officer, Nagaland Zoological Park, NZP Division Rangapahar RF Chumoukedima is directed to monitor compliance of the conditions stipulated for such diversion in the respective forest / wildlife clearance order and to report violations, if any, to the Nodal Officer (FC Act), the PCCF & HoFF, Nagaland and to the Environment, Forest & Climate Change Department. Execution of project activities will be subject to having availability of all other clearances required under relevant Act/Rules for this project, deposit of requisite fees and compliance with Court order if any.
The User Agency shall comply with the stipulated conditions for the purpose of instant diversion of forestland. The conditions state that the legal status of the diverted forest land shall remain unchanged, and the compensatory afforestation shall be raised and maintained over double the degraded forest land of 7.98 ha in three plots i.e. 2 ha, 3.98 ha and 2 ha in Rangapahar Reserve Forest, Rangapahar range under Nagaland Zoological Park, NZP Division as per the funds deposited by the User Agency. As far as possible, a mixture of local indigenous species shall be planted, and monoculture of any species may be avoided.
The State Govt shall ensure that the revised rates of Net Present Value amount of the forest land being diverted under this proposal is transferred through online portal by the user agency into CAMPA account of the State concerned as per the Ministry letter File No.5-3/201l-FC(Vol-I) dated 21.03.2022 before issuing of the Final Approval. The boundary of the diverted forest land shall be suitably demarcated on ground at the project cost, as per the directions of the concerned Divisional Forest Officer, and all other clearance/NOCs under different rules/ regulations/local laws and under Forest Dwellers (Recognition of Forest Rights) Act, 2006 as required vide MoEF, New Delhi guideline No. 1 l-9/98-FC(Pt) dated 05.02.2013 shall be complied with.
