BPCL-Sembcorp JV Bags 10KTPA Green Hydrogen Deal with Numaligarh Refinery

Bharat Petroleum Corporation Limited (BPCL), a Fortune Global 500 Maharatna PSU, has marked a major milestone in India’s energy transition, with its joint venture NeuEN Green Energy Pvt. Ltd. securing a 10,000 tonnes per annum (10KTPA) green hydrogen supply contract from Numaligarh Refinery Ltd. (NRL) in Assam. NeuEN, a 50:50 venture between BPCL and Sembcorp Green Hydrogen India, will develop a green hydrogen production facility at the refinery backed by a long-term offtake agreement. The project, expected to be operational by 2028, will deploy hybrid renewable energy systems integrated with advanced storage solutions to ensure reliable, round-the-clock electrolyser operations.

The contract was awarded at the most competitive tariff discovered to date, setting a global benchmark for commercially contracted green hydrogen pricing and underscoring the sector’s growing cost competitiveness and scalability in India. BPCL CMD Sanjay Khanna said the project strengthens the company’s presence across the green hydrogen value chain and aligns with its goal of building a resilient, future-ready energy portfolio. Sembcorp’s Vipul Tuli noted that the milestone reflects the importance of structured long-term contracts in accelerating a low-carbon energy future.

NeuEN Chairman Shelly Abraham said the partnership combines BPCL’s domestic strength with Sembcorp’s global renewable expertise to drive industrial decarbonisation. The project is set to enhance Northeast India’s role in national energy security and support India’s net-zero ambitions.
