To strengthen civil services under Mission Karmayogi, Nagaland and the Center sign an MOU

In a major move to modernize its administrative system and enhance the efficiency of government officials, the Government of Nagaland on Wednesday signed a Memorandum of Understanding (MoU) with the Capacity Building Commission and Karmayogi Bharat for the implementation of the Mission Karmayogi initiative in the state. The agreement, signed at the Capital Convention Hall in Kohima, marks a crucial step in aligning Nagaland’s governance structure with the Central government’s vision of building a future-ready and citizen-centric bureaucracy. Speaking at the signing ceremony, Chief Secretary Sentiyanger Imchen said the initiative represents a transformative reform in India’s administrative landscape. “Mission Karmayogi, launched by the Government of India in 2020, aims to nurture continuous learning and skill enhancement among civil servants. It will help create an efficient, transparent, and accountable system of governance focused on citizen welfare,” he stated.

Under the new partnership, Nagaland will integrate the iGOT Karmayogi digital learning platform into its administrative processes. The platform provides access to a wide range of digital courses, leadership programs, and practical learning modules tailored to different levels of government service. Officials will be able to upgrade their skills in areas such as leadership, ethics, technology adoption, and public service delivery. Imchen further emphasized that the collaboration reflects Nagaland’s commitment to institutional strengthening and innovation in governance. “Through this initiative, we are not just improving administrative performance but also promoting a culture of learning, adaptability, and professionalism within the state bureaucracy,” he added.

Officials from the Capacity Building Commission noted that Nagaland’s inclusion under Mission Karmayogi is expected to significantly improve the state’s human resource capabilities and public administration standards. The mission seeks to transform India’s civil services into a responsive and performance-oriented system by focusing on training, behavioral change, and digital transformation. Mission Karmayogi, also known as the National Programme for Civil Services Capacity Building (NPCSCB), is one of the Government of India’s flagship reforms. It envisions creating a shared learning ecosystem across central and state governments, enabling civil servants to collaborate, innovate, and deliver better public services.
