The Assam Government has enacted a ban on all forms of radical or jihadi literature associated with proscribed extremist organizations, utilizing Section 98 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023. This directive prohibits the publication, printing, circulation, distribution, sale, exhibition, possession, and storage, in both physical and digital forms, of any materials linked to groups such as Jamaat-ul-Mujahideen Bangladesh (JMB) and Ansarullah Bangla Team (ABT). The ban extends to digital platforms, including websites and social media, that promote extremist content to protect internal security and deter vulnerable youth from extremist influences.
The enforcement of this notification will be overseen by various law enforcement agencies, including the Assam Police and Cyber Crime Units, which are mandated to take legal action against violators. Intelligence reports and investigations have indicated ongoing dissemination of radical content, warning that such literature glorifies violent jihad, incites unrest, and poses a significant threat to India’s sovereignty and public order. These organizations are classified as terrorist entities under the Unlawful Activities (Prevention) Act.
