The Naga Students’ Federation (NSF) has alleged that 109 appointments were made illegally in different government departments in Nagaland without following proper recruitment procedures under the Nagaland Public Service Commission (NPSC) and the Nagaland Staff Selection Board (NSSB).
The federation warned the state government that it may launch democratic agitation if satisfactory action is not taken on the matter.
Addressing a press conference at the NSF office at Solidarity Park in Kohima, NSF president Mteisuding Heraang said the federation had detected alleged backdoor appointments in 16 government departments. He said the appointments were made without open advertisement and outside the established recruitment process.
Heraang said the federation had already served an ultimatum to the Nagaland government through the chief secretary on March 20, 2026, demanding action against the alleged illegal recruitments.
He expressed concern that such appointments were continuing despite an Office Memorandum issued on June 6, 2016, which imposed a ban on backdoor and contract appointments in government departments. According to the NSF, these alleged irregular appointments have affected deserving and qualified Naga youth who were waiting for fair recruitment opportunities.
The NSF president said such practices weaken merit-based recruitment and go against the principles of fairness and equal opportunity in public employment. He stated that the federation considered the matter serious because government jobs should be filled only through proper examinations and transparent procedures.
Heraang informed that on May 4, the chief secretary told the federation that the issue had been referred to a Cabinet sub-committee for further discussion. He said the NSF would wait for the outcome of the Cabinet meeting before deciding its next course of action.
At the same time, he alleged that some government departments were not fully cooperating with the federation and had failed to provide complete information regarding appointments. He claimed that certain departments were still withholding details related to recruitment.
NSF vice president Vimeyiekho Vitso presented a detailed breakup of the alleged appointments. According to him, 96 posts under NPSC between 2019 and 2023 and 13 posts under NSSB between 2018 and 2021 were allegedly filled without following proper procedures.
He said that out of the 109 appointments, 82 were regular posts, 16 contractual, eight temporary, two casual, and one adhoc appointment.
Vitso alleged that none of these posts were publicly advertised and claimed that prescribed recruitment norms were not followed while making the appointments.
The federation also warned that it would continue its movement against nepotism and favouritism in government recruitment. NSF leaders said they would not hesitate to take stronger steps if the government failed to act responsibly on the issue.
The NSF further stated that information from some departments was still being collected through the Right to Information (RTI) Act and more details could emerge in the coming days.
The federation said it would seek penal action against officials and authorities found responsible for violating government rules, office memorandums, and recruitment regulations.
