The National Human Rights Commission (NHRC) has directed the Director General of the Railway Protection Force (RPF) to submit an action taken report within two weeks over allegations of harassment of Guwahati-based human rights activist Monojit Singha.
In an order issued on July 2, the NHRC described the allegations as a “serious violation of human rights” and sought an explanation from the RPF regarding the incident.
According to Singha’s complaint, officials of the Northeast Frontier Railway, accompanied by uniformed RPF personnel, visited his parents’ residence in Pandu’s New Colony on August 7, 2025. He alleged that railway officials questioned neighbours without any formal complaint, FIR, written notice, or coordination with the local police, causing distress to his elderly parents and creating suspicion within the neighbourhood.
Singha claimed the action was an attempt to intimidate and victimise him for exposing an alleged illegal railway quarter-rent racket and raising concerns over encroachment on railway land in the Pandu area. He also said he had supported citizens in highlighting issues related to railway welfare and public safety.
The activist further alleged that despite submitting complaints to senior security officials of the Northeast Frontier Railway in August 2025, no action was taken, prompting him to approach the NHRC.
After examining the petition, the NHRC’s Law Division observed that the alleged conduct of railway officials, if established, amounted to a serious infringement of a citizen’s right to live with dignity. The Commission has now sought a detailed report from the RPF on the matter.
