Biswanath Administration Directs Bangladeshi National Declared by Tribunal to Leave India Within 24 Hours

The Biswanath district administration in Assam has ordered the deportation of a man declared a foreigner by a Foreigners’ Tribunal, directing him to leave India under the provisions of the Immigrants (Expulsion from Assam) Act, 1950.

The order, issued on July 2 by District Magistrate Karabi Saikia Karan, pertains to Kayam Ansari, a resident of Kherbari village in neighbouring Sonitpur district. According to the administration, Ansari had been declared a Bangladeshi national by a Foreigners’ Tribunal in connection with a case registered in 2008.

The district administration acted on a report submitted by the Superintendent of Police (Border), which stated that there were no pending court cases, writ petitions, or other legal hurdles preventing Ansari’s deportation. He has been lodged at the Matia Transit Camp in Goalpara district since his arrest on May 28, 2025.

The order directs Ansari to leave Assam and cross into Bangladesh through the Sribhumi, Dhubri, or South Salmara border within 24 hours of receiving the notice. It also warns that failure to comply could result in forceful deportation as per law.

The Superintendent of Police (Border) has been instructed to complete the deportation process without delay. The District Election Officer has also been directed to remove Ansari’s name from the electoral roll, if enrolled, while the Revenue Department has been asked to take necessary action regarding his movable and immovable properties.

The move comes as the Assam government continues to invoke the Immigrants (Expulsion from Assam) Act, 1950, to deport individuals identified as foreigners. Chief Minister Himanta Biswa Sarma has previously stated that the state is empowered to take such action following the Supreme Court’s observations on Section 6A of the Citizenship Act.
