The Assam Government introduced Bills aimed at easing business regulations and reducing compliance requirements in the Budget session of the Assam Legislative Assembly on Thursday.
State industries, commerce and public enterprises minister Bimal Borah introduced the Assam Micro, Small and Medium Enterprises (Facilitation of Establishment and Operation) Bill, 2026, which seeks to replace an existing Act governing the MSME sector.
Terming it a landmark step towards making Assam a more business-friendly state, Borah said the earlier legislation of 2020 was enacted to ensure time-bound processing of approvals for MSMEs.
“However, the experience gained from its implementation, coupled with the Centre’s emphasis on ease of doing business, the Business Reform Action Plan (BRAP), self-certification, single-window systems and digital clearance mechanisms, necessitated a comprehensive revision of the law,” the minister said.
Borah also introduced The Assam Ease of Doing Business (Amendment) Bill, 2026, proposing the creation of a Single Window Task Force to coordinate and expedite proposals relating to notified industrial areas.
He said the Bill provides for a dedicated module on the existing centralised web portal for industrial area proposals and empowers the task force to engage external agencies to assist in discharging its functions.
Both legislations – The Assam Micro, Small and Medium Enterprises (Facilitation of Establishment and Operation) Bill, 2026, and The Assam Ease of Doing Business (Amendment) Bill, 2026 – are landmark reforms to strengthen Assam’s industrial ecosystem by making it easier to establish and operate businesses.
On the other hand, labour welfare minister Rameswar Teli introduced The Assam Shops and Establishment (Amendment) Bill, 2026, which aims to reduce the compliance burden on commercial establishments while modernising the regulatory framework.
The Bill proposes to incorporate provisions for digital governance, self-certification, deemed registration and round-the-clock business operations, while retaining safeguards related to employee welfare, working conditions, workplace safety, overtime and weekly holidays.
