The Government of West Bengal has taken a significant step towards strengthening urban infrastructure, improving municipal services and promoting sustainable waste management with the signing of three Memorandum of Understanding (MoUs) with NITCON (India) Limited and Skymax Infrapower Limited.
The agreements, signed on October 29, 2026, cover the beautification and urban renewal of Kolkata, the development of multi-level car parking facilities and the establishment of compressed biogas (CBG) plants and associated waste-to-energy projects across the state.
The most significant investment proposal involves Skymax Infrapower Limited, which has proposed an investment of approximately Rs 3,000 crore to establish CBG plants and allied waste-to-energy facilities in West Bengal. The proposed projects aim to facilitate the scientific processing of municipal organic waste, promote clean energy generation and strengthen the state’s urban waste management infrastructure. The projects are also expected to generate around 1,200 employment opportunities.
The MoU with Skymax Infrapower Limited was signed by Khalil Ahmed, IAS, Additional Chief Secretary of the Department of Urban Development and Municipal Affairs, on behalf of the West Bengal state government, and Arjun Singh Rawat, Chairman and Managing Director of the company, on behalf of Skymax Infrapower Limited.
Under the agreement, the company has proposed setting up the facilities in various urban local bodies across West Bengal, subject to the availability of suitable land, statutory approvals and other applicable requirements. The state government will facilitate the necessary permissions, registrations, clearances and access to applicable incentives under relevant state and Central government schemes. December 2026 has been proposed as the commencement timeline for the project.
The successful outcome of the meeting was also supported by the initiative and sustained efforts of Santanu Ghosh, Chief Coordinator of Skymax Infrapower Limited. His coordination, commitment and dedicated work over several days played an important role in facilitating the discussions and bringing the meeting to a fruitful conclusion. His efforts contributed to the successful progression of the engagement, which culminated in the signing of the MoUs on October 29, 2026.
Speaking at a press conference following the signing of the agreements, Smt. Agnimitra Paul, Minister of Urban Development and Municipal Affairs, Government of West Bengal, emphasised the importance of integrating urban beautification with effective waste management.
“It’s not just about beautification, not just exterior beauty, but cleaning from within,” the minister said, underlining the government’s focus on developing cleaner, more organised and sustainable urban spaces.
The two MoUs with NITCON (India) Limited, a Government of India public sector undertaking, focus on the beautification and urban renewal of Kolkata and the development of a modern multi-level car parking system.
The proposed urban renewal programme will cover major roads, heritage centres, parks, riverfront areas and market zones, with an emphasis on preserving Kolkata’s historical character while improving its public spaces. NITCON will assist in conducting site surveys and preparing concept plans and detailed project reports to facilitate systematic implementation.
The proposed multi-level car parking initiative aims to address parking shortages in major markets, commercial centres, hospitals and transport hubs. The programme will explore public-private partnership models, land monetisation and information and communication technology-based smart parking management to improve parking efficiency, ease traffic congestion and facilitate smoother movement of vehicles and pedestrians.
The minister also called upon corporate organisations, industry associations, builders and regional chambers of commerce to participate in the state’s urban beautification initiatives. She stressed the need for a coordinated approach to landscaping, public-space improvement and long-term maintenance across urban areas.
