TCS to Implement OSWAS 3.0, Taking Odisha’s Digital Governance to the Next Level

Tata Consultancy Services (TCS) has won a ₹122.6 crore bid to implement the next phase of the Odisha State Workflow Automation System (OSWAS 3.0), extending its partnership with the Government of Odisha for around six more years. Powered by TCS DigiBOLT, the AI-enabled governance platform will bring workflow automation, system integration, analytics, security and artificial intelligence capabilities onto a common digital foundation. OSWAS has played a key role in helping Odisha move from paper-based administration to a more transparent and efficient digital system by enabling digital file movement, electronic approvals, real-time tracking and easier access to official records. The upgraded OSWAS 3.0 is expected to provide a more secure, scalable and mobile-first platform, allowing government officials to complete routine tasks more efficiently and support faster, data-driven decision-making. Since its launch in 2009, OSWAS has expanded from digitising file processing and official correspondence within the Odisha Secretariat to supporting more than 4,600 government offices and nearly 50,000 users across the state. OSWAS 2.0, introduced in 2018, strengthened the system’s infrastructure and expanded its reach to directorates, districts and corporations. The latest phase aims to further strengthen transparency, accountability and connectivity across Odisha’s administration while enabling officials to work with greater speed and visibility. The project marks another step in Odisha’s digital transformation and its efforts to build a more responsive, technology-driven and paperless governance system.
