Assam Observes National Civil Services Day; Officers Urged To Uphold Values Of Integrity, Courage

The Assam government on Tuesday observed National Civil Services Day 2026 at the Assam Administrative Staff College in Guwahati.
Assam Chief Secretary Ravi Kota, attended the programme as the keynote speaker.
In his address, the Chief Secretary highlighted the significance of Civil Services Day as an occasion for reflection on the role of civil servants in governance.
Calling upon the officers to uphold the values of integrity, impartiality, courage and character in the discharge of their duties, he said civil services were envisaged by the framers of the Constitution as an institution to ensure unity, integrity and continuity in governance.
Referring to the constitutional framework relating to civil services, Kota emphasised that the system is based on the principles of merit, neutrality, institutional integrity and accountability.
He referred to the views of Sardar Vallabhbhai Patel on the importance of an independent and impartial civil service for maintaining national unity.
The Chief Secretary also referred to the contributions of B. R. Ambedkar in establishing a rule-based and merit-oriented system through institutions such as the Public Service Commissions.
“In a democratic system, while governments may change, the role of civil servants remains constant,” he stated, emphasising the need for professionalism, impartiality and adherence to constitutional values in the discharge of duties.
He further stated that civil services function as an integrated system in which all roles are interdependent. Effectiveness in public service, he noted, depends on meaningful contribution within the institutional framework.
On issues relating to postings and career progression, he advised officers to focus on service delivery and responsibilities rather than perceptions associated with postings. He observed that professional satisfaction is derived from meaningful engagement with work and commitment to public service.
The Chief Secretary also highlighted that public service requires sustained effort and commitment, and that challenging assignments provide opportunities for learning and improvement. He emphasised the importance of maintaining focus on execution and outcomes.
