The Telecom Regulatory Authority of India (TRAI) has released the findings of its Independent Drive Test (IDT) conducted across Dibrugarh and Tinsukia districts of Assam, providing consumers and industry stakeholders with a comprehensive assessment of mobile network quality. The tests, carried out between April 13 and 17, 2026 under the supervision of TRAI’s Regional Office, Kolkata, covered 374.5 km of city routes, 13 hotspot locations and 2.2 km of walk-test areas across key commercial, transport and institutional centres.
The assessment measured crucial Quality of Service (QoS) parameters, including network coverage, Call Setup Success Rate (CSSR), dropped call rate, call silence instances, speech quality, download and upload throughput, latency, jitter and packet drop rate across 2G, 3G, 4G and 5G networks. Among the operators, Reliance Jio recorded the highest average download speed at 225.08 Mbps, followed by Airtel at 116.52 Mbps, Vodafone Idea at 27.27 Mbps and BSNL at 9.81 Mbps. Airtel reported one dropped call out of 447 successful calls, Jio two out of 446, Vodafone Idea 11 out of 445 and BSNL 144 out of 501. The drive also mapped coverage gaps and call silence locations, with findings shared with telecom service providers for corrective action.
The survey covered major locations including Dibrugarh Airport, Naharkatia, Duliajan, Digboi, Ledo, Makum, Doom Dooma and Tinsukia, besides hotspot sites such as Dibrugarh Railway Station, Dibrugarh University, IOCL Digboi Refinery, Tata Hospital and Research Centre, Tinsukia Medical College and Hospital and Assam Medical College and Hospital.
In Guwahati, the report is expected to influence competition among telecom operators in Assam’s largest commercial hub, where demand for high-speed mobile connectivity continues to grow across businesses, digital enterprises, educational institutions and financial services. Independent QoS benchmarking by TRAI is likely to encourage operators to strengthen network infrastructure and improve customer experience, while enabling consumers and enterprises to make more informed decisions on mobile service providers as digital adoption accelerates across the state.
